BY COUNCILOR FEDORA:
The city council finds:
(a) That the city of Duluth desires to use web-based services to track all permit requirements stipulated in the city’s municipal separate storm sewer system (MS4) permit;
(b) That Short Elliot Hendrickson (SEH, Inc.) has submitted a proposal for inputting the city’s current MS4 permit into its web-based data base and maintaining, servicing and providing training for this application for calendar year 2008.
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement with SEH, Inc., to provide the city with such services for 2008, and that the cost of said services, at a total estimated cost of $8,495, will be paid from Stormwater Fund 0535, Department 0500, Organization 1930-2330, Object 5201.
STATEMENT OF PURPOSE: The city of Duluth’s national pollution discharge elimination system (NPDES) general stormwater permit for MS4 requires the city to develop and maintain a comprehensive citywide storm water pollution prevention program. The city permit currently contains over 60 best management practices (BMPs), all with numerous sub-components. Responsibilities for BMPs are spread over numerous city departments and all require timely execution, tracking and reporting for permit compliance. SEH, Inc., has developed a secure web-based tracking system for municipal MS4 permit holders that will provide detailed tracking, notification and reporting of all key components of the permit. This resolution will authorize SEH, Inc., to provide initial inputting of all BMP components of the current MS4 permit and provide tracking, notification and reporting of permit requirements throughout 2008.
The services will be payable out of Stormwater Fund 0535, Agency 500, Organization 1930-2330, Object 5201.
