RESOLUTION ACCEPTING NONPOINT SOURCE MANAGEMENT GRANT FROM MPCA IN THE AMOUNT OF $167,383 AND COMMITTING LOCAL MATCH.

BY COUNCILOR FOSLE:

     RESOLVED, that the proper city officials are hereby authorized to accept a Section 319-07 nonpoint source management grant, a copy of which is on file in the office of the city clerk as Public Document No. ________, from the Minnesota pollution control agency for a residential stormwater reduction demonstration project in the amount of $167,383, said sum to be deposited in Fund 535-500-900-4210-02 and committing in-kind matching funds from non-city sources.


STATEMENT OF PURPOSE:  The purpose of this resolution is to authorize the city to accept a nonpoint source management grant from the MPCA in the amount of $167,383 to conduct a residential stormwater reduction demonstration project for Lake Superior tributaries and committing to provide matching funds for that project.


The city proposed to demonstrate the effectiveness of residential best management practices (“BMP”) for reducing stormwater runoff into Lake Superior by installing BMP practices in a subwatershed in an older neighborhood and comparing the runoff effects to those in similar control subwatershed in which BMPs are not used. Both neighborhoods will be located in the Lester River/Amity Creek watershed area.


The grant will provide funding in the amount of $167,383. Matching funds will be provided in the form of in-kind contributions by the Minnesota conservation corps, the south St. Louis county soil and water conservation district, the NRRI and the Minnesota sea grant program.
