RESOLUTION AUTHORIZING DECREASE OF $101,200 IN THE 2008 HUD COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM.

CITY PROPOSAL:

     RESOLVED, that the proper city officials are authorized to make the following fund decreases in the Federal Program Fund 262, Agency 020, 2008 HUD-funded community development accounts as set forth below.

STATEMENT OF PURPOSE:  The purpose of this resolution is to finalize the FY 2008 CDBG portion of the community development program. The city received an entitlement grant of $2,799,800, which was $101,200 less than anticipated during the budgeting process. The final grant amount was lower than the projected budget estimate due to additional funding for the defense budget. The community development committee (CD committee) recommended reducing the contingency amount first, then equal reductions to public service grant increases, then program administration and, if needed, equally across the remainder of the program. The five public service projects all received increases above their 2007 grant amounts; those increases were reduced by 50 percent.
