RESOLUTION AUTHORIZING AN AGREEMENT WITH GOLDER ASSOCIATES TO PROVIDE PROFESSIONAL FIELD AND LABORATORY TESTING SERVICES FOR 2008 CONSTRUCTION PROJECTS FOR AN ESTIMATED TOTAL OF $15,000.

CITY PROPOSAL:

     The city council finds:

     (a)  That the city of Duluth desires field and laboratory testing services, and desires to hire professional consulting firms to provide the services required to support the construction, operation and maintenance of city systems for fiscal year 2008;

     (b)  Golder Associates has submitted a fee schedule for field and laboratory testing services in connection with this work.

     RESOLVED, that the proper city officials are hereby authorized to enter into an agreement with Golder Associates to provide the city with such field and laboratory services, and that the cost of said field and laboratory services, estimated at a total of $15,000 for fiscal year 2008, will be paid from Fund 100, Department 500, Organization 2300, Object 5541.


ENGINEERING


STATEMENT OF PURPOSE:  This resolution will authorize annual field and laboratory testing for the engineering division to support construction, operation and maintenance of city systems. The tests may include 1) density of subgrade, gravel base and bituminous surfaces; 2) density tests to ensure proper compaction of utility trenches to prevent settlement; 3) gradation tests to ensure proper sizes and amounts of sand gravel and rock are in each aggregate for base concrete and bituminous mixtures; 4) extraction test, which checks the amount of asphalt cement (oil) in bituminous mixtures; 5) concrete strength, in which test cylinders are broken after a cure period to verify that design strength is met; 6) soil borings to verify existing soil conditions and exploratory boring for ledge rock. It is anticipated that contract would be a blanket purchase agreement, with projects ordered and billed on an hourly basis. Entering into an agreement with the city of Duluth does not guarantee a minimum order on this contract. Requisition No. 08-0241, City Project No. 0691TR.
