RESOLUTION APPROVING AN AMENDMENT TO THE COLLECTIVE BARGAINING AGREEMENT BETWEEN CITY OF DULUTH AND THE CITY OF DULUTH SUPERVISORY ASSOCIATION FOR YEARS 2007-2009.

CITY PROPOSAL:

     BE IT RESOLVED, that the proper city officials are authorized to execute an amendment to the collective bargaining agreement with the city of Duluth Supervisory Association, said agreement to be substantially in the form of Public Document No. ________________ on file in the office of the city clerk.

STATEMENT OF PURPOSE:  This resolution authorizes an amendment to the collective bargaining agreement between the city and the city of Duluth Supervisory Association. The job title of assistant city attorney, which also includes those assistant city attorneys serving in the capacities of chief prosecutor, deputy city attorney and manager of human resources, is added to the list of job titles represented by the CDSA. Public attorneys are entitled to collective representation under Minnesota law. Assistant city attorneys currently receive the benefits of the CDSA contract, except for the longevity award and severance pay. Their salary and benefits are established by pay resolution. This amendment to the labor agreement provides that the attorneys added to the CDSA will continue to receive their current salary and compensation package; thus, the agreement does not have a budget impact. These employees will also be eligible for severance pay consistent with all other members of the CDSA.
