PUBLIC SAFETY COMMITTEE
RESOLVED, that city officials are hereby authorized to contract with ICOP Digital, Inc., for the 2008 tax-exempt purchase and delivery of ten in-car video surveillance systems and associated software for the Duluth police department in accordance with specifications and the vendor’s quote of $52,230.15, terms net 30, FOB destination (police radio shop), payable from the Capital Equipment Fund 250, Department/Agency 015, Object 5580, Project CE250-V803.
STATEMENT OF PURPOSE: This resolution authorizes the 2008 tax-exempt purchase of ten in-car digital video surveillance systems from ICOP Digital, Inc., for $52,230.15, payable from the capital equipment fund.
The contract was awarded to ICOP Digital, Inc., in a November 2007 bidding process. The November 2007 purchase included the entire infrastructure needed to run a fleet surveillance system, including secure removable hard drives, data downloading devices, data storage server, and coordinating software. The system purchased is not capable of using similar equipment outside what was provided by ICOP. In fact, it is imperative that the police department purchase remains consistent with the base station equipment.
The November 2007 pricing remains the same for the system with an exception of a $50 increase for the microphones.
The original request for bids was posted on the city’s website November 9, 2007. Four vendors submitted bids by the November 28, 2007, closing date. The lowest bidder, DSC Communications, was rejected because their bid did not meet the server specifications. Therefore, the award was made to ICOP, the next lowest bidder.
ICOP Digital, Inc., is located in Lenexa, Kansas.
