RESOLUTION DENYING AMENDMENTS TO ORDINANCE 9586 AMENDING TRADITIONAL NEIGHBORHOOD DISTRICT NO. 2, PROPERTY BOUNDED ON THE NORTH BY 13TH STREET, ON THE EAST BY CENTRAL ENTRANCE, ON THE SOUTH BY 11TH STREET, AND ON THE WEST BY SECOND AVENUE WEST.

CITY PROPOSAL:

     RESOLVED, that the application to amend traditional neighborhood district number two filed by TCG development services and the Duluth housing and redevelopment authority is denied based on the following findings [to be determined by city council]:

STATEMENT OF PURPOSE:  This resolution denies amendments to the Traditional Neighborhood District (TND) No. 2 which was to replace the previous public document to reflect four changes: remove Sunrise Parkway, reconfigure the multi-use buildings on Village Green, change the condominium building to mixed-use building(s) and reconfigure the parking lot. The reason for these changes is to improve the TND and respond to the housing market. These items have been edited into or out of the document entitled “Harbor View/Central Hillside Revitalization, Traditional Neighborhood Development Code, Amended Submission” which is the zoning document for this traditional neighborhood district.


Following the public hearing on April 8, 2008, the planning commission voted 12 yes, zero no, and zero abstaining to recommend this zoning ordinance change. This resolution is a counter to ordinance 08-032-O which is to approve the amendments.
