PUBLIC WORKS AND UTILITIES COMMITTEE
RESOLVED that city officials are hereby authorized to contract with Northland Constructors of Duluth, LLC, for the purchase of hot mix fine and cold mix regular as needed for the contract year beginning June 1, 2008, and ending May 31, 2009, for the public works department in accordance with St. Louis County’s bid specifications and the vendor’s bid of $358,940.40 (hot mix fine) plus $115,500 (cold mix regular) for a total of $474,440.40 plus $30,838.63 sales tax for a combined total of $505,279.03, terms net 30, FOB picked up, and payable from each of the funds as follows:

STATEMENT OF PURPOSE: This resolution authorizes the purchase of bituminous materials from Northland Constructors of Duluth, LLC, for an estimated total of $505,279.03 (including sales tax), payable from the general, water, gas, sewer, and stormwater funds. These materials include:
(a) 6,747 tons of hot mix fine at $53.20/ton;
(b) 1,650 tons of cold mix regular at 70.00/ton.
These materials will be picked up by city of Duluth personnel as needed during the 2008-2009 contract year for various public works and utilities projects.
The city issued this bid under a joint powers agreement with St. Louis County, and posted the request for bids on the website March 14, 2008.
The city selected Northland Constructors for both bids because of the company’s location for the delivery of hot mix (fine) and its sole bid for cold mix (regular).
