FIRE DEPT/PURCHASING

STATEMENT OF PURPOSE:  This resolution authorizes the purchase of fire department turnout gear - coats, pants, and suspenders - from Municipal Emergency Services, Inc., for $63,090.39, payable from the general and capital equipment funds.

The contract year is June 1, 2008, through May 31, 2009, with a renewal option of 24 additional months.

The city posted a request for bids on the website March 31, 2008, opened bids April 22, and then, presented the bids to an internal committee for review. The committee, which included a cross section of qualified fire department employees, evaluated gear based on fit, thermal protection and the moisture barrier.

Vendors were required to provide third-party verification that their products met or exceeded the NFPA (National Fire Protection Association) Standard-1971 (2007 revision) and OSHA (Occupational Safety and Health Administration) requirements for compliance.

The two lowest bidders - Alex Air Apparatus and Metro Fire - were not selected because their gear did not meet city specifications. Municipal Emergency Services, Inc., was selected because Globe G-Xtreme gear was the only acceptable choice based on fit, functionality, and quality of construction.
