BE IT RESOLVED, that the Duluth City Council hereby approves of the Minnesota gambling control board issuing a lawful gambling exemption to Northern Lights Foundation and does hereby waive the 60 day waiting period which it has to object to the issuance of said exemption.
RESOLVED FURTHER, that the city clerk is hereby authorized and directed to send a copy of this resolution to the Minnesota gambling control board immediately after its passage.
Alcohol, gambling and tobacco commission discussion of 5/7/2008: Bob Morgan was present on behalf of the application. Mr. Morgan explained that they were late in filing this application as they are a new nonprofit in their first year of operation and were not aware of the filing deadlines when applying for a raffle permit. He continued saying that the mission of the foundation is to help Northland families with life threatening medical conditions with financial support and/or wishes. Mr. Morgan stated they are holding a raffle on June 12 in conjunction with the Duluth Police Softball Tournament with the proceeds going to the foundation. To questioning from the commission, Mr. Morgan replied that the tickets will sell for $10 each with various prizes and games of chance and hope to sell as many tickets as possible. There being no further discussion, Mr. Serre moved that THE 60 DAY WAIVER REQUEST FOR A RAFFLE EXEMPTION FOR NORTHERN LIGHTS FOUNDATION BE APPROVED AND THE SAME BE RECOMMENDED FOR CITY COUNCIL APPROVAL. Mr. Hammack seconded the motion and it was unanimously approved.
