PUBLIC WORKS AND UTILITIES COMMITTEE
RESOLVED, that the proper city officials are hereby authorized to enter into a contract with Kalkbrenner Plumbing & Heating, Inc., for rehabilitation of private sewer services for the engineering division for the apparent low bid of $149,700, payable out of the Sanitary Sewer Fund 0530, Department/Agency 500, Organization 1970, Object 5535, City Project No. 0709SN.
STATEMENT OF PURPOSE: This resolution will authorize the rehabilitation of 17 private sanitary sewer services totaling approximately 1,445 feet by cured-in-place pipelining by Kalkbrenner Plumbing & Heating, Inc., in the amount of $149,700, to be paid from the Sanitary Sewer Fund 0530. The city of Duluth has a major infiltration/inflow problem resulting in sewer overflows. This lateral rehabilitation project is a continuation of a demonstration of the city’s comprehensive plan to eliminate overflows by eliminating infiltration and inflow sources. Kalkbrenner Plumbing & Heating, Inc. was the lowest bidder of the two companies that responded. Although their bid is five percent higher than the engineer’s estimate of $142,430 we recommend the award, because if rebid, lower prices are not expected, and we are under orders from the EPA to line 100 services this year.
