RESOLUTION ORDERING THE IMPROVEMENT KNOWN AS THE 2008 STREET PRESERVATION PROGRAM PURSUANT TO SECTION 61(b) OF THE HOME RULE CHARTER OF THE CITY OF DULUTH AT AN ESTIMATED COST OF $600,000.

CITY PROPOSAL:

     RESOLVED, that pursuant to Section 61(b) of the Home Rule Charter of the city of Duluth, the city council hereby orders the improvement, to the city of Duluth standards, of those streets and avenues set forth in Public Document No. __________ on file in the office of the city clerk; that the costs of said improvement estimated at $600,000 shall be paid from Street Improvement Fund 0440, and that one-fourth or less of said costs be levied against the properties abutted by said improvements.

STATEMENT OF PURPOSE:  This resolution orders the preservation of approximately 2.7 miles of streets in four neighborhoods for the 2008 street preservation program. This ordering of said improvement is being done under Section 61(b) of the City Charter, which permits the council to do so by 7/9th vote when 25 percent or less of the cost of construction is assessed against benefitting properties, and the balance of the costs is paid from other funds, in this case the street improvement program fund.


Streets selected for 2008 are: Anderson Road from Central Entrance to Trinity Road; Mike Colalillo Drive from 46th Avenue West to 1,700 feet westerly; Third Street from Mesaba Avenue to Tenth Avenue West; Fourth Street from Mesaba Avenue to Tenth Avenue West; Adirondack Street from Allegheny Street to Selkirk Street; Allegheny Street from Adirondack Street to Selkirk Street; Selkirk Street from Allegheny Street to Adirondack Street; and Gearhart Street from Selkirk Street to Ozark Street.


Engineering staff met and conferred with interested persons from each neighborhood at an informational meeting held on July 15, 2008.
