RESOLVED, that the proper city officials are hereby authorized to enter into an agreement, a copy of which is on file in the office of the city clerk as Public Document No. ___________, with Debra Kellner, for preparation of an intensive level survey of historic properties in the amount of not to exceed $7,605, payable from Fund 210, Agency 030, Organization 3150, Object 5441.
STATEMENT OF PURPOSE: This resolution approves a professional services agreement with Debra Kellner to provide services to perform an intensive level survey of historic properties in the East End Neighborhood.
The city applied for and received a certified local government (CLG) grant from the Minnesota state historical society (MNHS) in the amount of $4,605. A local match of the same amount is required, made up from a $3,000 cash donation from the Duluth Preservation Alliance ($2,000) and Carolyn Sundquist ($1,000) and $1,605 of in-kind service from the planning department.
The survey area is 18 city blocks in the east end residential area, from the west side of 21st Avenue East to the east side of Wallace Avenue, from the south side of Fourth Street to the north side of Seventh Street, along the north side of Commerce Street, along the south side of Eighth Street, west to Woodland Avenue, along the south side of Kent Road, to 24th Avenue East for one block, and along the north side of Fifth Street to 21st Avenue East. It includes approximately 200 properties/resources.
