Community Development Block GrantDescription of ProgramCommunity Development Block Grant (CDBG), a program of the Department of Housing and Urban Development (HUD), works to ensure decent affordable housing, to provide services to the most vulnerable in our communities, and to create jobs through the expansion and retention of businesses. CDBG is an important tool for helping Duluth tackle serious challenges facing their communities. The City of Duluth has been utilizing the CDBG Program since 1974 and has used the funds to enhance the following program areas; public facilities (e.g. sidewalks and park improvements), public services (e.g. homeless shelters and congregate food sites), housing (e.g. home weatherization), economic development (e.g. job training programs), and planning (neighborhood revitalization plans) over the years. Duluth must develop and follow a detailed plan, Consolidated Plan for Housing and Community Development, which provides for and encourages citizen participation. This integral process emphasizes participation by persons of low or moderate income, particularly residents of predominantly low- and moderate-income neighborhoods.
