ISSUED TO: Those people who wish to connect to an available sewer that was not constructed to serve their property, and no direct benefit sewer assessment was previously levied against said property.
REQUIREMENTS: Address, legal description, and signatures of the owner(s) of the property. Fee is to be paid in full upon approval or can be paid over a period of years (not to exceed 15 years), as established by the assessment board.
PROCEDURE: Form for Sewer Connection Request is to be completed with address, signatures, legal description. If not making payment in full, an agreement to pay over an established period of years must be completed and returned with the request form. The fee is computed by the chief engineer of sewers and submitted to the Duluth Assessment Board; the board then reviews the request and approves it or recommends any other action as may apply. Upon approval, the applicant can bring in the necessary fee and hire a bonded and insured contractor to take out an excavation permit and complete the project. PERMIT YEAR: There is no actual time limit for this approval, but it is subject to re-evaluation if not implemented immediately.
