Mini Master Plans 2013

The Parks Master Plan was passed in January of 2011. Each project area will have its own mini-master plan planning process. This will include utilizing professionals and city staff and incorporating public participation.

Hartley Park Mini-Master Plan

Since last fall, the City of Duluth Parks Division has been working closely with Hartley Nature Center and the public on potential future improvements for Hartley Park.

After a lengthy discussion, the Parks Commission unanimously voted to recommend the Plan to the City Council at their regular monthly meeting on July 9. Their resolution is located here.

Third Public comment period

5/14 – 5/28/2014

City and Hartley Nature Center staff work with Consultants to write the final draft Plan

6/2 – 6/20/2014

Final draft Plan posted on website


Fourth Public comment period

6/30 – 7/8/2014

Final draft Plan presented at Parks Commission meeting with unanimous vote to recommend passage by the Duluth City Council.


City Council votes on Hartley Mini-Master Plan


  • Ski Trails Master Planning - For nearly two years, Gary Larson, former Nordic Director at Giants Ridge and director of daily operations for the 2002 Salt Lake City Olympics, has been leading the public through a process to get input on needs of the community in regards to cross country skiing. Gary has worked with the Duluth Cross Country Ski Club, citizens, school and college coaches, elite athletes,  land managers and more to tweak our trails.   • Chester Park Mini Master Plan – Thank you to everyone that submitted comments and attended the various public meetings over the past 20 months. City staff and our consultants are currently reviewing all the comments. Chester Park is a well-loved park with a variety of possible recreational amenities. This is evident from the thoughtful comments we have received. Staff are carefully considering all comments and will take the needed time to do this. There will be future announcements regarding next steps.
