Chester Creek Restoration

Project Status: Construction

Project Overview: 
The South St. Louis Soil and Water Conservation District is coordinating restoration of Chester Creek with funding provided from the DNR through special legislative action. The City of Duluth has partnered on this project and will build a new pedestrian bridge near the location of the lower dam. Project goals include:

  • Remove the dams that were compromised during the 2012 flood: These dams cause flooding during heavy rains and prevent fish and other cold-water organisms from moving through this reach.
  • Restore the ecological and hydrologic function of Chester Creek using Natural Channel Design methodology: Due to being altered by the dams in the 1930s, Chester Creek is not flowing as it should. This project will re-align the channel, stabilize the banks using material materials (boulders and wood), and provide a floodplain over which high flows can spread.
  • Provide trout habitat: Chester Creek is a designated trout stream, and one of the primary design components of this project is to provide habitat for trout and other cold-water organisms by building riffles to oxygenate the water, using root wads to provide cover and food, and planting large trees in the riparian area to provide shade.
  • Preserve the ski-run out area and other social and cultural values of the park: Chester Park is one of the most popular City parks, and this project design accounts for other uses and values besides trout habitat.
