Planning Districts and "CDBG" Target Areas

The City continued to locally designate CDBG-eligible Community Development “Target Areas citywide. Each Target Area was comprised of groups of census tracts or census block groups in which at least 51% of the residents had low to moderate incomes by HUD’s Annual Income Guidelines. All CDBG Target Areas were eligible for “area-benefit” projects.

These CD Target Areas are located within one of ten larger City-designated neighborhood districts (NDs).

The seven NDs in which CDBG Target Areas are incorporated are as follows:

East Hillside Neighborhood - A mixed-use (residential/commercial) neighborhood with older residential housing.
1990 population – 2,534 people; 69% with low and moderate incomes; 7.1% minority population (City average of 4.1%)
2000 population—5,070 people; 67.0% with low and moderate incomes; 14.4% minority population (City average of 7.3%)

Endion Neighborhood - A mixed-use (residential/commercial) neighborhood with older residential housing.
1990 population – 2,534 people; 61% with low and moderate incomes; 6.4% minority population (City average of 4.1%)
2000 population—2,578 people; 64.8% with low and moderate incomes; 9.5% minority population (City average of 7.3%)

Central Hillside Neighborhood - A mixed-use (residential/commercial) neighborhood with older residential housing.
1990 population – 6,713 people; 66% with low and moderate incomes; 11.2% minority population (City average of 4.1%)
2000 population—7,454 people; 71.9% with low and moderate incomes; 20.9% minority population (City average of 7.3%)

Lincoln Park Neighborhood - Formerly known as the West End, this is a mixed-use neighborhood with older residents and a fairly large business community.
1990 population – 4,571 people; 62% with low and moderate incomes; 5.9% minority population (City average of 4.1%)
2 000 population—6,504 people; 61.5% with low and moderate incomes; 11.6% minority population (City average of 7.3%)

West Duluth Neighborhood - A sprawling neighborhood with a strong, revitalized commercial core, but many low-income households and older homes.
1990 population – 3,990 people; 61% with low and moderate incomes; 1.4% minority population (City average of 4.1%)
2000 population—6,861 people; 57.1% with low and moderate incomes; 6.4% minority population (City average of 7.3%)

Morgan Park - A compact neighborhood built originally as a model community for the now-closed US Steel works.
1990 population—1,987 people; 51.0% with low and moderate incomes; 1.0% minority population (City average of 4.1%)
2000 population—1,979 people; 53.2% with low and moderate incomes; 4.7% minority population (City average of 7.3%)

Gary / New Duluth & Fond du Lac - This is a new Target Area. It includes mixed uses but has predominately medium to low density residential development adjacent to the St. Louis River estuary.
2000 population—1,423 people; 51.1% with low and moderate incomes; 6.7% minority population (City average of 7.3%)

Duluth Heights - This new Target Area has sections of high to low density housing and is located between the City’s Downtown core and an expanding retail mall area.
2000 population—1,399 people; 63.1% with low and moderate incomes; 10.4% minority population (City average of 7.3%)

UMD - A new CD Target Area of mixed residential/commercial uses dominated by two college campuses that include on- and off-site student housing.
2000 population—2336 people; 60.0% with low and moderate incomes; 4.4% minority population (City average of 7.3%)

North Shore - Also a new CD Target Area characterized by predominately low density housing and tourist /recreation support facilities along the shore of Lake Superior.
2000 population—417 people; 53.0% with low and moderate incomes; 4.8% minority population (City average of 7.3%)
