PURPOSE - The Duluth Natural Areas Program (DNAP) is established to protect and preserve the natural heritage of the Duluth area. GOAL - Identify and permanently conserve the most ecologically significant lands owned by the City, and promote voluntary private land conservation. The best examples of Duluth's natural areas include:
What Lands are Eligible? - City-owned properties and private lands voluntarily nominated for conservation. Properties are reviewed by city government and recommended for inclusion according to scientific criteria and development of a management plan. How Do I Nominate Land? - Anyone may nominate a tract of city-owned land. Private lands may be nominated with the support and consent of the landowner. To nominate lands you will need: (1) the Program Guidelines adopted by the City Council; and (2) a qualified professional to help write the nomination report. Nominations are submitted to the Duluth Environmental Advisory Council (EAC). Who Approves Enrollment of Lands? - Nominated lands are first reviewed by the EAC, which then makes recommendations to the City Planning Commission. The Planning Commission will hold a public hearing and make recommendations to the City Council. The City Council makes the final decision on the nomination by ordinance or resolution. A management plan must be completed either as part of the nomination or within one year after the nomination for the land to be enrolled in the DNAP. Who Administers the Program? - The City Planning Division administers the DNAP. The DNAP has developed guidelines to identify eligible lands, and science criteria for identifying ecologically significant land. |
