Zoning Maps

The Unified Development Chapter (UDC) divides the City of Duluth into four types of base zone districts: Residential (R), Mixed Use (MU), Form (F) and Special Purpose (SP).  All land within the City is designated as one of the base zone districts.  In addition, some lands may be located within one or more of the overlay zone districts: Natural Resources (NR-O), Airport (A-O), Skyline Parkway (SP-O), and Historic Resources (HR-O). Listed below are links to basic maps used by the Planning Department.

Base Zone District

Shows the boundaries of the base zone districts throughout Duluth. 

This map is updated quarterly (effective April 1, 2015), after the City Planning Commission and the City Council have approved proposed zoning map amendments. The Official Zoning Map for the City of Duluth is considered to be the electronic version on the City's GIS mapping system. Information in the City's TRAKiT system is updated as soon as ordinances are effective, and should be considered accurate at all times.

Each base zone district is bounded by a heavy dashed line. In the event of uncertainty regarding zone district boundaries, the land use supervisor shall make a determination based upon the standards set forth in UDC Section 50-13.4.D.

Consult the base zone district map to identify the base zone district for a particular property. The descriptions of that base zone district can be found in Article 2. In some cases there are special controls or procedures that apply to the base zone district.  

Natural Resources Overlay Zone District

Shows the boundaries of the following elements that combine to establish the NR-O: floodplain type, shoreland class, and storm water rate control zones. The NR-O includes additional development regulations that modify the base zone district regulations for wetlands, floodplains, shorelands, and storm water. Review UDC Article 2, Section 50-18.1, as federal, state, or local environmental controls may determine what parts of a property may be developed.

Higher Education Overlay Zone District

Shows the boundaries of the Higher Education Overlay, an area around the college campuses designed to minimize the impacts of potential student use on adjacent residential neighborhoods and to encourage the development of pedestrian friendly neighborhood destinations. See UDC Article 2, Section 50-18.5

Other Overlay Zone Districts

Shows the locations of the following overlay zone districts: Airport (A-O), Skyline Parkway (SP-O), and Historic Resources (HR-O). For more information on additional development regulations that modify the base zone district regulations review UDC Article 2, Section 50-18.


Shows the general location and name of neighborhoods that make up Duluth. These neighborhood names and location are NOT official subdivisions of the City of Duluth.

Existing Land Use 2001

Shows how land in the city was being used in 2001. An explanation of each land use category on the map can be downloaded here (Adobe Acrobat Reader Format). This map has not been updated since 2001. It shows the location of commercial, industrial, and residential land uses. THIS IS NOT A ZONING MAP.
