The Comprehensive Plan (adopted 2006) recognized that there were areas of the City where uncertainty about market conditions, ownership patterns or infrastructural capacity was particularly high and that those areas would require additional study to guide possible modifications to the future land use map. Central Entrance was one of the areas.
Changes to Miller Trunk Highway resulted in new traffic patterns and, possibly, changes to land uses. The City chose to study the area in greater detail to determine if any new areas have opened up for development. To Inform that determination the City hired a consulting firm to assess the supply and demand for residential, hotel, commercial, and office space.
