The Purchasing Division performs the materials management function for the City of Duluth including the Duluth Airport Authority, Duluth Economic Development Authority, Lake Superior Zoo, Duluth Library, Public Works & Utilities Division, Spirit Mountain Recreation Authority and the Duluth Transit Authority. &nbsp The Division procures the highest quality materials and services at the lowest possible cost, and disposes of surplus materials as required for all City departments and authorities in accordance with City, State and Federal regulations. &nbsp In doing so, Purchasing provides checks and balances in the City's expenditure equation by separating the procurement duties from the payment process. --

The Purchasing Division is performing a specialized function by directing its efforts into channels which will further the overall objectives and policies of the City:

  1. To furnish timely information to management and appropriate departments covering market conditions and trends, and the probable effect on supply and price.

  2. To secure, whenever possible, competitive prices on purchases.

  3. To establish specifications which will encourage competition and accurately describe the equipment and materials needed.

  4. To be receptive to changes in material requirements and new products and procedures.

  5. To promote and maintain the good name of the City of Duluth by conducting its affairs in an ethical, friendly and businesslike manner.

  6. To conserve public funds by obtaining the best products and services for the dollars spent.

  7. To meet departmental requirements with a minimum investment in materials and inventory consistent with sound practices and economic advantage.

  8. To maintain continuity of supply to support on-going service, operations and construction schedule
