The Purchasing Division performs the materials management function for the City of Duluth including the Duluth Airport Authority, Duluth Economic Development Authority, Lake Superior Zoo, Duluth Library, Public Works & Utilities Division, Spirit Mountain Recreation Authority and the Duluth Transit Authority.   The Division procures the highest quality materials and services at the lowest possible cost, and disposes of surplus materials as required for all City departments and authorities in accordance with City, State and Federal regulations.   In doing so, Purchasing provides checks and balances in the City's expenditure equation by separating the procurement duties from the payment process. -- The Purchasing Division is performing a specialized function by directing its efforts into channels which will further the overall objectives and policies of the City:
