The construction of a driveway opening within the public street right-of-way (not alleys), requires an approved application and a $70.00 permit secured by a bonded and insured party.

Driveway entrance specifications and regulations must be followed.

Apply for an excavation permit

An insured and bonded contractor may request a permit for excavation within the public right-of-way for sewer repairs or new installations, gas services, water connections for repairs or new services, storm water issues, etc. from the engineering division.  The permit is required as the City of Duluth exercises care and control of all right-of-ways plus its underground utilities.

Install a culvert for my driveway

As a property owner, it is your responsibility for purchasing and installing a culvert when preparing a new driveway apron:  Driveway Culvert New & Maintenance Policy.

The first step is to obtain an application for a driveway opening from the engineering division.  On that application, you will draw a sketch of your property and where you propose to place the driveway opening within the public right-of-way. The engineering division will obtain the size, type and length of the culvert from the City's storm water division. That information will be provided to you on the approved driveway opening application.

After approval, a $40.00 miscellaneous permit will be issued to an insured and bonded contractor prior to commencing work.

Know about miscellaneous or occupy permits

When roll off boxes are placed in a street, construction trailers or materials put in a parking lane, scaffolding is erected on a public sidewalk, parking spaces/meters taken for construction equipment, etc., a miscellaneous (occupy) permit is required.  The City of Duluth maintains all right-of-ways and monitors those instances where equipment and/or materials are within those boundaries.

An insured and bonded contractor may secure the permit.  The actual cost is variable depending upon the size of the area involved, duration of time, and parking meters.  The minimum fee is $40.00.

Know the clearance of certain bridges in town

Most bridge clearances with the city of Duluth are shown here Bridge Clearance.  The minimum clearance is stated for nearly all bridges with north-south-east-west directions identified for many.

These figures will provide a guide to the minimal clearance height.

The city of Duluth assumes no responsibility for the accuracy of the bridge clearance figures due to roadway improvements which may reduce the clearance.

Move a mobile home

Private parties moving a used mobile home that is less than 16' x 20' must obtain a transportation permit from the engineering division.

Dealers with a state license are exempt from the transportation permit and are allowed to move new units of any size and used units 16' x 20' or larger.

Sand may not be removed form Park Point.

It may be possible to move sand from one parcel to another on Park Point upon approval of the Park Point Sand Transfer Request.

Obtain a permit for oversized loads (transportation permit)

The State of Minnesota has established maximum standards for moving items along roadways.  The City of Duluth follows those same guidelines for the safety of the community.  A City of Duluth transportation permit is required when moving vehicles, small structures, materials, and/or mobile homes which exceed:

Acceptable height    13' 6"

Acceptable width:     8' 6"

The fees are $10.00 for a single movement; $50.00 for a seasonal permit.

Obtain an accessible parking sign

The first step is to obtain a State of Minnesota disability parking permit for your motor vehicle.  This may be accomplished at this site: www.dps.state.mn.us/dvs/Disability/disability%20frame.htm

Should you already have the State's disability parking permit, please read the City of Duluth's procedures for obtaining an accessible parking zone.

Pave my existing alley or construct an alley in a platted alley right-of-way.

Alleys may be privately funded or special assessed.  For special assessments, the petition process for sidewalks, streets, and alleys (amended 8/8/02) is designed for this purpose.  The petition process allows for yearly payments of the assessment for construction costs.  The minimum length for an alley project is one city block.

Engineered plans must be approved by the city engineer.
