Project Overview:

The purpose of this project is to improve roadway drainage and replace deteriorating stormwater infrastructure at eight sites throughout the City of Duluth. The sites were selected based on their history of localized flooding resulting from an insufficient number of storm sewer inlets and clogging of existing inlets. These conditions can result in stormwater drainage leaving the public roadway and entering private property. The construction at the eight selected sites will improve safety, increase the collection of drainage in the roadway, add redundancy, and prevent runoff from the public roadway from entering private property.

The project scope will include construction of stormwater inlets, improved storm sewer pipes, treatment manholes, curb and gutter, roadway resurfacing, and associated work to improve the collection, transmission, and treatment of stormwater. The following is a brief description of the work to be completed at each of the eight sites.

At Site #1 near 2331 Pershing Street, a drainage configuration with two catch basins will be replaced with a new configuration including five catch basins, new concrete storm sewer pipe, and additional perforated drainpipe to collect shallow groundwater.

At site #2 near W 3^rd St, two catch basins will be replaced, as well as the removal of an abandoned private driveway onto the city street. New concrete storm sewer pipe will be installed.

At site #3 on Pecan Ave South of Baylis St, the existing drainage configuration with three catch basins will be replaced with a new configuration including six drainage structures, new concrete storm sewer pipe, and perforated drainpipe to facilitate drainage.

Site #4 near 410 Aspen Lane will involve removal and replacement of a system containing two catch basins with a new configuration containing four drainage structures, new concrete storm sewer pipe, and perforated drainpipe to collect shallow groundwater.

Reconstruction at Site #5 near 446 Kenilworth Ave will increase the number of drainage structures from two to seven, install new concrete sewer pipe, and add perforated drainpipes. The road surface will also be regraded to facilitate drainage and improve safety.

Site #6 near 340 Leicester Ave will be reconstructed with six drainage structures, new concrete storm sewer pipe, and perforated pipe to facilitate drainage.

Site #7 near 1818 Morningside Ave will be reconstructed from a configuration with four catch basins to a new configuration with 9 catch basins, new concrete storm sewer pipe, and perforated drainpipe to facilitate drainage.

At site #8 near 3719 N Ridge Rd, a new drainage configuration will be constructed including five catch basins, new concrete storm sewer pipe, and perforated drain pipe to facilitate drainage.

Project Update:

The project is scheduled to begin construction in early August of 2026, with completion anticipated by November 2026.
