Public Safety Facility Needs

The Duluth Police Department is providing a short informative video to bring awareness to the dire condition of our current police headquarters. This video provides a glimpse into the work environment of the Police Department. The public is able to see the condition of various offices as well as the terrible condition of our property and evidence rooms. The current 80 year old infrastructure impacts the health, safety and efficiency of our staff and inhibits our ability to meet national standards for building safety as well as property and evidence storage and care.

We are currently looking for solutions to our facility needs and would appreciate your support.

The Duluth Police Department is the third largest police department in Minnesota and is nationally recognized due to our innovative policing programs. The department has a staff of approximately 150 police officers and 32 support staff. Our 2010 budget is just under 18 million dollars.
The department is divided into the Patrol Division and the Investigative/Administrative Division. Each division is managed by a deputy chief of police.

The Patrol Division is divided into 2 geographic patrol areas. Each area is under the command of a lieutenant. The Patrol Division consists of the following units;

  • Traffic Bureau
  • Canine Unit
  • Community Policing Teams
  • Patrol shifts

The Investigative/Administrative Division contains all investigative units and administrative functions. There are currently 4 lieutenants assigned to this division and consists of the following units;

  • Crime Scene Investigation Unit
  • Violent Crimes Unit
  • Sex Crimes, Abuse, Neglect and Domestic Violence (SCAN)
  • Property/Financial Crimes Unit
  • Lake Superior Drug and Gang Task Force
  • Training/Personnel/Licensing Unit
  • Records Support Unit
  • Animal Shelter/Control
  • Other division responsibilities include internal investigations, fleet, MIS, facilities, and grant management

Each unit consists of a sergeant and several investigators. The department operates out of two main buildings. Police headquarters is located in City Hall, 411 West 1st Street and contains administrative and investigative offices as well as East Patrol Area operations. The West Duluth building is located at 5830 Grand Avenue (behind the Library and Fire Hall) and houses West Patrol Area operations, investigative personnel, and the emergency operations center.

There are also neighborhood offices many of our community police officers work out of. Community officers work with residents and businesses to improve neighborhoods and deal with blight, disorder, and crime issues.
